How do you decide whether to update a page or delete it?

Every site over a few years old has pages that earn nothing. The instinct is to rewrite them, because deleting feels like admitting the work was wasted.

But rewriting is expensive, and some pages should never have existed. What rules do you use to choose? Impressions rather than clicks, so you can see whether anything is being matched at all? Age? Whether the topic is still something the business sells?

And when you do delete, what do you do with the URL: redirect to the nearest relevant page, let it 410, or leave it 404?

I would rather hear a rule you have actually applied to a real site than a general principle.
